Occasion for a very elegant evenining dress?

I have just had a huge moment of inspiration with my a-level textiles, but cannot think of a brief to fit with my dress. I wanted to incorporate peacocks into a posh dress and came up with this design ( http://i497.photobucket.com/albums/rr334/angelic_chic_37/IMG000003.jpg?t=1224708267 ) Obviously this is a rather rough drawing, but i need to come up for a brief to incorporate this style of dress. Maybe a period of history? Or just some sort of occasion? Any help would be much appriciated!

I would go for a Marie Antoinette type of dress, since you can really go wild with colors and prints and such. Maybe a pattern like this where you could incorporate the peacock theme?

but make it more modern and edy with a funky hat and makeup, etc
