Do you think it is ok to take your baby/toddler out in only their diaper?

I see a lot of babies/toddlers in public wearing only their diaper. I personally think you should wear something besides a diaper on your kids when you go shopping, out to eat, etc. Do you think it is ok to take your baby/toddler in to public only in their diaper? Thank You!
Also how do you feel about them playing outside in the yard in only a diaper?

This is a pet peeve of mine. I think you should put clothes (AND SHOES!!) on your child when you go out in public. Even playing with water in the backyard, I think some swim shorts or bathing suit over the swimmy diaper is more appropriate. But that's just me. lol

Mine will run around the house like that though, just not outside. Even if I'm just running out to the car or something, i throw a t-shirt on him before we go out.
