In Pennslyvania is there a law that states what one parent must provide the child with for the weekend? I thought it was mandatory that the child is to be sent in an outfit. The reason I ask is because recently I went to pick up my 8 month old, it was about 40 degrees out, she had and upper respritory infection and she was sent in a tee shirt and a soaked through diaper. I know it is immoral, but is it illegal?

Nope, to begin with there is no legal definition of an "outfit". There are laws regarding reasonable expectation of care for children- might look more in that direction and less into the fashion perspective.
