Does a prequel have to be released after the work it is preceding?

In other words, is Star Wars the Phantom Menace a prequel to Star Wars Attack of the Clones, even though it was released first. I realize this is improper usage, I'm just curious.

Prequels are written to satisfy lovers of works such as Star Wars--to explain what happened well before the work they are so fond of.

In that case, The Hobbit is not a prequel to Lord of the Rings. The Hobbit was published in 1937, while the three books of the Lord of the Rings trilogy were published in 1954-55.

First there is the book. B. People want to know what happened next, so you get C, the sequel. Then they wonder what happened first. How did the characters get to the place they were in during book A? That is the prequel. In the case of Star Wars, three prequels and 2 sequels.
