Movie with mini robots attacking a guy on a tower?

I am trying to remember the name of a movie I was when I was little during the 90's. I remember a scene towards the end of the movie where a guy is on a skyscraper or some kind of tower and he is being attacked by all these miniature robot machines that are like 6 inches tall. He starts kicking them and stuff and I believe one of them pricks his ankle with a needle like extension. Any help you can give is greatly appreciated.
It wasn't a cartoon, but had actual actors and for some reason i want to say that maybe Gary Busey might have been in it. I dunno though, I was like five or six when I watched it. It could have been made in the 80's for all I know.
