There's a way you can take an index card, fold it in half, and then cut it a certain way that it will form a ring that is very large. My Mom did this with an 8" x 11" piece of paper and got her entire 3rd grade class to fit inside as well as the class next door and half the class on the other side! That's about 50 kids!

Fold a piece of paper in half. (Lighter weight paper works better; card stock may be too stiff for the end product.) You will have the "fold edge" on one side and the "open edge" on the other. The other two sides are the "top" and "bottom". With scissors, make a cut in the card parallel to the top, perpendicular to the fold edge, starting from the fold edge going toward the open edge, but only about 90% of the way. Do not cut all the way across to the edge. This cut will make a strip between the cut and the top. The narrower this strip, the larger your "necklace" will be, but thinner strips are more fragile. Make this about a quarter inch in width which is a good compromise between strength and size. Do the same along the bottom.

Now make two more cuts, each parallel to the first cuts, but this time go in the opposite direction and start from the open edge and cut toward the fold edge. Do not go all the way, but stop about 90% of the way. Again, make two more cuts like the first, starting from the fold edge. Keep repeating by making cuts in alternating directions, working toward the center. Finally, you'll make one last cut in the center in which ever direction is opposite the last two cuts. (In all, you'll have an odd number of cuts).

Now, (and this is important) except for the folds for the outer-most strips (do not cut them), cut the fold so that each side of the card is separated from the other. Unfold the card, and you'll have a loop of paper that expands a large amount. You'll end up with zig-zag segments. Be careful, though, as the paper will tear easily at the end of each cut.
