Victorian girls usually looked very haunting. I'd recommend a very pale foundation all over, blend it in well.

In tiny dabs, apply a light pink blush to your cheek bones. This gives a rosy look like many young girls had back then, but it still looks scary because of the contrast with the pale base.

Victorian girls' eyes, scary or not, were usually very large. This gives a ghostly feel to the entire face, and makes it look like they're staring out at you, so don't overload on things like eyeliner.

Try taking a dark or mid grey shadow and smudge it over your eyelid and 3/4 of the way under your lower lash line. I'd suggest curling your eyelashes, as it will give a creepy doll-like look to you.

Apply a small amount of mascara and comb your lashes through with a lash comb to avoid clumps.

You might want to take a very pale lilac or rusty shade and blend a tiny bit under your eyes for an appearance of tiredness and eye bags. This will look very creepy.

You can apply the same pale foundation to your lips to mute them, or you can apply lip liner and a deep red or dark pink lip stick, and optionally gloss, for a rosy child-like look.
