sticky stuff on white metal shelves?

I just bought a condo in South Florida and all the closets (7) have the white metal shelving. They are covered in this yellow goo. I have tried everything and can't get it off. I can't afford all new shelves at this time.

Rubbing alcohol works really well to get sticky stuff off. Or you can use goo-gone, usually found in the automotive section at walmart.
